Sasaki Shuumei, The Resident Candy Man (KGHR Novel Fun Fact)
Apparently, it's common knowledge to Hirano (and hopefully others--that would be hilarious) that Sasaki has a bunch of candy in his bag.
Hirano steals some candy from Sasaki's bag to give Kagiura after the haunted house incident.
I like to imagine Sasaki is the resident candy man and all his classmates know he has a bag of candies. Or when someone gets low blood pressure they get some candy from him XD. If you want something sweet Sasaki is your man. Though I doubt he gives them away that easily.
